Mr. Godfrey Neema, the Manager – Stakeholder Engagement at the Institute of Certified Public Accountants of Uganda is set to present on the topic, Recent Developments in Accountancy Education and Training, at the 35th Annual Seminar of the Institute of Certified Public Accountants of Kenya (ICPAK).
The East African Community Institutes of Accountants (EACIAs) are set to operationalise a harmonised framework for professional accountancy education.
In 2011, the EACIAs signed a Mutual Recognition Agreement (MRA) to promote collaboration among the accountancy institutes, as well as the recognition of professional accountants across the East African Community (EAC), in tandem with the spirit of the EAC integration.
An equivalence matrix was developed in 2013, to identify gaps in the syllabi and promote convergence in professional accountancy education.
In 2017, the EAC received support from the World Bank to develop a programme to harmonise the professional and technical framework.
The framework is complete and the EACIAs are benchmarking against this framework to modify syllabi. All EACIAs are expected to ensure that professional accountancy examinations are premised on the framework by 2021. The National Board of Accountants and Auditors (NBAA) of Tanzania is already implementing the framework. ICPAU and ICPAK have started the process and will have fully implemented by 2021.
Full implementation of the framework will close the gaps and enable professional accountants to easily adapt and efficiently practise accountancy across the East African Community.
Other interventions in accountancy education are in the areas of research, development of CPA study materials, career guidance, mainstreaming of public sector accounting through the introduction of a compulsory CPA Paper on Public Sector, and promotion of Practical Experience Training.
- ICPAK Annual Seminar is a continental meeting of leading minds in the public and private sectors from Africa, who congregate annually to reflect with peers on various aspects of the profession as well as review Africa’s economic performance and make policy proposals for consideration by various agencies. Themed, Africa’s Value Addition for Global Competitiveness, the seminar is being held from 21 – 24 May 2019 at the Sarova Whitesands Beach Resort & Spa Mombasa.
