The Institute of Certified Public Accountants of Uganda (ICPAU) is set to host the 3rd East African Congress of Accountants (EACOA) from 18-20 March 2020, at the Imperial Resort Beach Hotel, Entebbe.

The Congress is jointly organised by the East African Community Institutes of Accountants (EACIAs), namely: Institute of Certified Public Accountants of Uganda (ICPAU), the Institute of Certified Public Accountants of Kenya (ICPAK), the Institute of Certified Public Accountants of Rwanda (iCPAR), the National Board of Accountants and Auditors of Tanzania (NBAA), and Ordre des Professionnels Comptables du Burundi (OPC)/the Order of Professional Accountants of Burundi.

The EACIAs organise the Congress every two years, to promote continuous learning among accountants, while promoting cross-border trade and experiences. The first Congress was hosted by NBAA in 2016 while the second was hosted by ICPAK in 2018.

In recognizing the value of regional integration as enshrined in the East African Community (EAC) Common Market Protocol, the regional accountancy Institutes formalized their relationship through a Mutual Recognition Agreement (MRA) which was signed in 2011. The EACIAs’ MRA provides a framework for developing, regulating and facilitating regional integration of the accountancy profession in the EAC.

Themed Integration for Accelerated Economic Growth and Development, EACOA provides a platform for professional accountants within the EAC to share knowledge and ideas for their mutual growth and development, and for the region. Part of the vision of the EACIAs’ Mutual Recognition Agreement is to serve the public interest by contributing to regional economic development. 

“Recognised as one of the fastest growing regional blocks globally, the EAC is endowed with abundant natural resources which give the member states leverage for trade, commerce, industry, favorable geopolitics and social integration,” said CPA Derick Nkajja, the Chief Executive Officer of ICPAU. “EAC integration, therefore, avails numerous opportunities for economic growth, and as accountants, we signed an MRA which allows us to work and establish accountancy practices across the EAC, in line with the hosting partner state’s laws,” CPA Nkajja added.

Accountants will discuss: Geopolitics of the EAC, developments in the accountancy Profession, the impact of the 4th Industrial Revolution, cross border trade, Public Financial Management, Agenda 2063: the Africa we Want, Geopolitics of the EAC, and health and lifestyle diseases.

A team of seasoned resources has been selected from within the EAC, including: Dr. Fred Muhumuza (Makerere University), Prof. Mwebesa Ndebesa (Makerere University), Ms. Sandra John Chogo (National Audit Office of Tanzania), CPA Ahmad Mohamed (Tanzania Revenue Authority), CPA Lawrence Semakula, (Accountant General - Uganda), and Mr. Vickson Ncube (CEO of the Pan African Federation of Accountants (PAFA), Dr. Paul Kasesene (Wellcare Clinic) among others.

With over 500 delegates expected from the EAC and other countries, the Congress is envisaged to profit Uganda’s tourism, aviation and hospitality sectors through foreign exchange earnings.

ICPAU is the national professional accountancy organization, established in 1992 by an Act of Parliament, now the Accountants Act, 2013.  The functions of the Institute, as prescribed by the Act, are:

  1. To regulate and maintain the standard of accountancy in Uganda.
