Accountants convening under the auspices of the 4th Public Finance Management (PFM) Conference are set to review Uganda’s Domestic Revenue Mobilisation strategies.

This comes as the Parliament has passed a record 84 trillion shillings budget, the highest in history, with 44.1 trillion shillings expected to be raised through domestic revenue.

Whereas the tax amendment bills have been passed to support revenue mobilisation, questions continue to linger regarding a fair apportionment of the tax burden and the sufficiency of tax revenue.

The topic, Domestic Revenue Mobilisation in a changing economy is lined up for discussion and policy recommendation at the conference. Other topics include:

  • Transition from NDP3 to NDP4
  • Digital transformation as a catalyst for social economic change
  • Driving success in government business entities: The Pearl Bank experience
  • The changing role of external audit in a digital environment and dynamic economy
  • Balancing work and productivity in the public sector. A governance perspective
  • Security of person and property
  • Embracing change: Future-proofing internal audit for PFM effectiveness

Scheduled for 6 – 8 May, the 4th PFM Conference will be held under the theme, Strengthening Public Finance Management for Sustainable National Development. .

According to CPA Derick Nkajja – CEO/Secretary, ICPAU, there is a need for stronger institutions, enhanced transparency, and innovative approaches to revenue mobilisation. This conference, therefore, provides an opportunity for public sector players to align on practical solutions that will strengthen accountability and support sustainable national development.

“We are particularly excited about the diverse conversations this year, from digital transformation to the transition to NDP IV, which are all central to building resilient public finance systems. We encourage all stakeholders to participate actively and contribute to shaping policies that will impact generations to come,” noted CPA Nkajja.

The three-day conference will bring together accounting officers, finance professionals, policymakers, auditors, economists, development partners, civil society actors, and parliamentarians. Participants will engage in high-level discussions, share experiences, and develop actionable solutions to accelerate public finance management reforms in Uganda.

The PFM Conference plays a vital role in shaping national economic policy. Key resolutions from the conference are presented to the Ministry of Finance, Planning and Economic Development (MoFPED) for consideration. It also provides a platform for participants to actively contribute to policy conversations, enhance their professional capacity, and earn up to 21 hours of Continuing Professional Development (CPD) upon full attendance.

The 4th PFM Conference will be held at the Imperial Resort Beach Hotel, Entebbe, and online.
